Access to accommodation in Marseille: Rights, enforcement practices, obstacles and issues

Unconditional welcome in shelters for homeless people and the continuity of their social care in relevant specific institutions constitute two essential elements of the Code de l’action sociale et des familles. However, in practice, there are times when local informal instructions function against the logic of these social rights. This study investigates how the obstacles encountered by social workers in the application of the law stymie the accommodation arrangements of the most precarious populations and how they face them in practice.
