The paper analyzes the emergence of a new and increasingly visible category of the delinquent population in the child protection system in the French community in Belgium: young people prosecuted for “sexual assault on a young person.” This paper compares the different views political and scientific actors have on this issue. This approach is based on a conceptual framework designed by Christian Debuyst. It tests theoretical propositions using qualitative data collected through group analysis of people from different professions.
