Criminalization and its Discontents: The Public Prosecutor and the Drug Users

Based on an analysis of the autonomy of Belgian public offices in criminal proceedings, this paper identifies the different norms and instructions related to the legal treatment of drug users. In order to specify the nature and the scope of this autonomy, this paper proposes a typology of the magistrate’s interactions with the policemen, the social and medical services, and the drug users themselves.
