Urban Insecurity and Intervention Policies: The Reality in Italy

For many years, in Italy too, national and local authorities have confronted problems of urban insecurity. Urban insecurity is a sentiment influenced by many individual and general factors, which often exceed the limits of real danger. All the activities carried out in Italy originate from the project “Safe Towns” (“Città sicure”) of the Emilia Romagna Region, which began in 1994 and has also collected and re-elaborated some activities carried out in other countries. During this decade, it has been possible to outline global intervention policies to involve, if possible, the State, Regions and local administrations (Provinces and Municipalities) by proactive and reactive intervention. Security Protocols and Security Contracts have been signed, and some regional security laws have been promulgated by some Italian Regions. The spirit of these policies is to intervene in the whole field of security and quality of life, to co-ordinate all pertinent social partners and to involve local communities in these activities.
