Disguised Rehabilitation: A Close Look at the Judicial Conditions of Community Supervision

In Quebec, community supervision measures are primarily aimed at social reintegration, but breaches of conditions are increasing sharply, contributing to the overloading of the judicial and prison systems. While the literature has begun to question the role of judicial conditions in these breaches, this article aims to understand how they can, in their concrete application, be an obstacle to reintegration. Based on a qualitative survey of 20 community workers, the analysis identifies three levels of obstacles related to individual trajectories, professional practices and organizational structures, and thus highlights the inequitable distribution of responsibilities between people subject to the law, professionals and institutions.
