The Construction of Truancy as a Problem of Internal Security in France, 1990–2000

Truancy does not constitute a new form of deviance. From the moment school attendance became compulsory, it encountered resistance. However, truancy only became a social issue in recent years. It was not until the 1990s and 2000s that this issue became linked to at-risk suburban children. At this time, it became viewed as a domestic issue that needed collective responses. Based on the analysis of official documents, institutional reports, political speeches, and media documents, this paper presents the critical moments from this period. It studies the ways of saying and doing in the process of collective socialization that have constructed the practice of truancy as a domestic security issue.
