The Process of Creation of the Greek Law on Electronic Surveillance of Offenders

The adoption by Greece on 30 October 2013, of the law on electronic monitoring of offenders, has resulted from a relatively short process that begun during the summer of 2012. Today, Greece finds itself at the very beginning of the implementation of electronic monitoring, which gives us the opportunity to observe “a reform in the making”. In order to trace back this short story and to reach some conclusions, two empirical sources will be used: interviews carried out with, mainly, members of the committee mandated to create the project of law and analysis of the parliamentary debates held between April 2013 and the vote on the legislation.
