Resistance to Policy Changes in Relation to Prostitution in Canada

In Canada, the public action model towards prostitution is characterised by a repressive approach that is understood as posing numerous problems. In recent years, demands for the decriminalization of prostitution has appeared to be gaining favour. In 2003, a parliamentary commission was created with the task of analyzing potential changes to Canada’s repressive model. Nevertheless, no changes have been observed in the following ten years. How might this inertia be accounted for ? Is it simply a consequence of the Conservatives return to power ? This article explores hypotheses that explain the turn by parliamentarians away from adopting a model that would have shielded prostitution from penal policy.
