Videoconferencing in Belgium: A Solution without a Problem

This paper compares the ongoing process in Belgium to allow the accused to appear in court via videoconference with the process to institutionalize this practice in France. This paper attempts to find out why Belgian policy makers are struggling to implement this new way for the accused to appear before the court. This is a surprising fact given that this practice was introduced in France over a decade ago and has since grown and found other applications.
